I really think you and I can never agree, but I will leave you with one bit of information to think about. According to the think tank Migration Watch, in the year up to Sept 2015 there were 172000 net EU migrants, and 190000 net nonEU migrants. You want complete border controls in order to plan infrastructure etc - we have such controls for nonEU migrants - but we still took 18000 more nonEU migrants than than EU migrants. I should add that border controls against nonEU migrants are points based, and stricter than the Australian system. If we apply that system to EU migrants, then Migration Watch estimate a maximum fall of 100000, so total net migration would fall from 362000 to 262000. Most infrastructure planning is straight forward, it is the political will to implement the requirement that is missing - for example, Heathrow. I have enjoyed discussing this with you.
